I am pretty sure a modder will make a mod for random encounters when the game comes out. I think random encounters would be great in BG3. Fast travel removes the tediousness of random encounters when you just want to get from A to B in areas that you have already explored.
This is exactly the way I played the vast majority of the game. As benchmarks, I hit level 6 at the end of Act 1, level ~10.X end of Act 2, and level 12 very early into Act 3. There's a popular mod that allows you to reach level 20 to take advantage of the immense amount of experience you gain in Act 3.
